You are not broken - You are unprepared
Modern systems have spent generations removing the conditions that build capable adults. Core Human Competence is the work of putting those conditions back.
For Individuals
The CHC curriculum builds the physiological, psychological, cognitive, and perceptual capacity that calms the nervous system and expands your options. If you found this through the Natural Law Institute, the Substack, or the persistent sense that something fundamental is missing - start here.
For Organizations
The S.A.F.E. Program trains your workforce to establish behavioral baselines, identify pre-event indicators, and act before situations escalate. Used in corporate, educational, religious, and security contexts.
The research behind the work
CHC is Luke Weinhagen's applied contribution to the Natural Law Institute's work in cooperation science. The NLI builds the top-down frameworks - the legal, institutional, and social structures that make genuine cooperation possible at scale. CHC addresses what those frameworks require at the individual level: a population that has developed enough capacity to actually cooperate within them.
The Cooperation-Competence Hypothesis, Luke's original theoretical contribution to cooperation science, establishes that genuine cooperation requires the capacity to refuse - and that refusal capacity requires competence across four specific domains. The CHC curriculum is built on that foundation.
“We’re witnessing the breakdown of systems that assumed competent populations. Our institutions were built by people who possessed Core Human Competence as a baseline - they could think clearly under pressure, cooperate without coercion, and solve problems improvisationally.
Current populations increasingly lack these capabilities, making them dependent on systems that are failing, vulnerable to manipulation and control, incapable of the cooperation needed to build alternatives, and anxious and dysfunctional even in objectively safe environments
Core Human Competence restores the human foundation that everything else depends on.”
2026-2027 CHC Curriculum
Luke publishes the CHC lesson series on Substack. The 2026-2027 curriculum is a structured 96-lesson program organized into 8 blocks, covering the full range of physiological, psychological, cognitive, and perceptual competence development. It is the most direct path into the framework.
The Primal Primer
The foundational text for Core Human Competence. The argument for why modern adults are systematically underprepared, followed by the practical skills - fire, water, shelter, cordage, navigation, and more - that prove capability to the nervous system.
